JCIG Capability Statement

Municipal leadership, workforce learning and civic engagement solutions

A public-sector partner focused on practical execution

Johnson Civic Impact Group (JCIG) works with municipalities, county governments, public agencies and education organizations to strengthen leadership capacity, establish scalable workforce-learning practices and support effective communication with the communities they serve.

Our work is designed for the realities of public service: supervisors who must lead without leaving operations behind, departments preparing their next generation of leaders, employees who need accessible development opportunities, and agencies seeking clearer ways to reach residents. We emphasize structured assessment, applied learning and implementation support—not training events that end when the session closes.

Core Competencies

1. Municipal Leadership & Workforce Performance

Develop supervisors and build leadership continuity.

  • Civic Leadership Academy: applied cohort development for emerging and current public-sector leaders.
  • Supervisor Readiness Bootcamp: role-focused development for newly promoted and developing supervisors.
  • Succession planning and leadership pipeline support: role readiness, continuity, talent conversations and development pathways.
  • Organizational and supervisor-readiness assessments: identify practical performance gaps and priorities.
  • Leadership coaching, facilitation and follow-through: translate learning into daily management practices.
  • 90-day implementation planning: convert course insights into defined on-the-job actions and progress reviews.

Best fit: City and county managers, HR and talent development teams, department heads, and supervisors in public works, utilities, stormwater, parks, facilities, administration and other functions.

2. Municipal Learning Universities

Organize workforce development across departments and job levels.

JCIG can scope and implement municipality-branded learning environments that make training easier to coordinate across frontline employees, supervisors and executive teams. Proposed solutions may include structured course pathways, online lessons, knowledge checks, completion tracking and custom agency-owned training content.

This is a configurable service offering. Demonstrations or proposed portal designs should be identified as concepts unless an actual implementation and its results have been verified.

Best fit: Agencies seeking a consistent learning experience across multiple locations, departments or work schedules.

3. Civic Communications & Resident Engagement

Make public information easier to understand, access and act on.

  • Virtual town hall and public-information session planning.
  • Livestream and event-production support.
  • Resident outreach campaigns and municipal event communication.
  • Moderation and facilitation support for live and hybrid engagement.
  • Replay access, accessibility planning and post-event engagement summaries.

Services are scoped to each agency's policies, needs, technology and accessibility requirements.

Best fit: Communications and public-information offices, city or county administrators, engagement teams and public-facing departments.

Why JCIG

Public-service context. Our programs speak to how local government work is actually managed, with relevant scenarios and departmental realities.

From promotion to preparation. We focus on the supervisory behaviors, decision-making and communication skills needed after an employee steps into leadership.

Training with application. Leadership development can be paired with 90-day action planning, accountability and practical follow-through.

Multiple delivery formats. Engagements can be scoped for in-person, facilitated virtual or blended delivery to fit workforce operations and buyer requirements.

Services that connect. Agencies can address leadership, workforce learning and resident communication through coordinated—but separately scoped—workstreams.

Relevant Leadership Experience

JCIG's leadership is informed by founder Xavier Johnson's experience in executive education and multi-site operational leadership, including prior service as a college president and regional multi-campus executive. His professional background includes leadership development and an Executive MBA.

Important distinction: These are the founder's professional qualifications and do not, by themselves, represent past contracts performed by JCIG. Agency-specific references, client projects, formal certifications and procurement identifiers should only be supplied when documented and approved for disclosure.

How We Work

Diagnose → Develop → Deploy

  1. Diagnose: Clarify business priorities, workforce realities and operational outcomes with the agency.
  2. Develop: Design the relevant curriculum, learning experience or engagement service around the organization's needs.
  3. Deploy: Deliver practical programming and support execution, follow-up and measurement against the agreed scope.

Working With JCIG

Whether an agency is planning a supervisor cohort, evaluating workforce-learning infrastructure or strengthening resident engagement, JCIG can begin with a targeted discovery conversation to define priorities, delivery options, anticipated scope and the appropriate procurement path.
